Those two are the ones that make a sentence complex as the dependent or sub clause is the additional information from one part of speech in the main clause. Without both of them, there is only one simple independent clause and an incomplete clause.
Example:
My uncle watched over that banker who apparently had been secretly seeing his daughter.
(independent clause = My uncle watched over that banker)
(dependent clause = he – replaced by ‘who’ – apparently had been secretly seeing his daughter)
In the dependent clause, if we use that clause in one single sentence, it would be unclear who is ‘he’ in that sentence. Thus it can’t be alone.
